Once functions are identified as candidates for outsourcing, the evaluation should include consideration of at least the following:

1. Short and long-term financial implications

2. Transition plans

3. Personnel impact

4. Cultural impact

5. Security

6. Loss of control

7. Vendor performance record

In summary, outsourcing is not the right solution for all information service providers – or even for all information technology functions within an institution. In particular, core competencies should never be outsourced. But, given a forecast of continued downward pressure on budgets and upward pressure on service demands, the issue must be raised – of whether to outsource or not. The question may be more important than the answer.”
